Sri NV Raghuram gives an explanation to the sloka
"Yadaa samharate chaayam kurmo'ngaaneeva sarvashah,
Indriyaaneendriyaarthebhyas tasya prajnaa pratishthitaa."
"When, like the tortoise which withdraws its limbs on all sides,
he withdraws his senses from the sense objects, then his wisdom becomes steady."
